This payment delay pattern is insidious. The city saves $350M annually from eviction prevention work yet can't process payments on time, forcing nonprofits to borrow at interest just to make payroll. I've seen this exact dynamic in municipal contracting before, the organizations doing the most critical work end up subsidizing government inefficiency with their own credit lines. Once key staff start leaving in January, rebuilding that specialized legal capacity could take years, not months.
